It seems following cmd has been updated, a param 'packet_mode' must be added
testpmd> add port meter profile trtcm_rfc2698 (port_id) (profile_id) \
- (cir) (pir) (cbs) (pbs)
+ (cir) (pir) (cbs) (pbs) (packet_mode)
set cmd： 'add port meter profile trtcm_rfc2698 2 0 3125000000 3125000000 400
500 0'，test pass，close this defect
