Add new VIRTCHNL_VF_OFFLOAD_RX_FLEX_DESC flag, opcode
VIRTCHNL_OP_GET_SUPPORTED_RXDIDS and add member rxdid
in struct virtchnl_rxq_info to support AVF Flex RXD
extension.
