On Ubuntu 12.04 you need to apply this patch http://dpdk.org/ml/archives/dev/2014-August/004771.html if you are using github repo. I don't think this repo is maintained anymore. You can use this repo http://dpdk.org/browse/apps/pktgen-dpdk/.
