Hi,

I think your office network may have some restrictions.
You may try sending the patches to some other mail id outside your office network. Or you can try sending the patches using a network connection outside your organization's network.

Note that I did get an email with my patch, that has the 
dev@dpdk.org<mailto:dev@dpdk.org> on the TO. Also, an internal colleague got my 
patch email as well.

Can you advise please?
