Not sure why? If you'll use upper limit, then worst thing could happen -
you would start your table cleanup a bit earlier.

We don't know for sure here.
fragmented_mbuf could be in death row by now.

I don't think it is necessary.
After packet is put in the death-row it is no longer in the table.
