This release has the following changes:
1. add license header to
a. ./fe_plugins/pom.xml
b. ./fe_plugins/auditdemo/pom.xml
c. ./fe_plugins/auditloader/pom.xml
2. fix error in NOTICE.txt.
3. change download link in docs to archive page
