+1 for the option 1.
Github can do the redirect work if we transfer the git repo to apache, in
this way, the old git repo address can still work.
And we can still keep the old Github histories such as starts, issues, even
the travis CI setting  in the new Apache github repo.

Just a quick note, we need to make sure the SGA is signed before doing the
transfer work.
