I think that the jump start plan should include some statement that the goals 
are about expanding opportunities and removing barriers allowing all to show 
merit and earn their inclusion in project communities.

I think some explicit statement is needed because many have been propagandized 
to believe that DEI programs mean that meritocracy is under attack.
