CXF 3.1.8 on the 2nd week of Oct

Hi, I believe there was a plan to get CXF 3.1.8 out early enough, 
possibly by mid of Sep :-),

Doing the build on the 2nd week of October (10th Oct), the week after 
the R&D in Malta, seems good to me, just over 2 months since 3.1.7, and 
- that can let us do CXF 3.1.9 around mid of Dec.

Some users are getting anxious and I know Romain was also keen to get 
his TomEE release by the end of Sep - waiting for CXF.
