For the record, +1. There is a TCK "regression" with this that the JBoss folks found, but not due to differences in CXF on-the-wire behavior. The fix for CXF-3956 actually exposed a different set of bugs in the the CXF WS-Addressing layer as the TCK header check handlers were now installed properly. I'll try and look at those WS-Addressing issues later this week or in early January, but not really something I'd like to hold the release up for. Thus, this release will not be JAX-WS compliant. The bug in the WS-Addressing layer has been there all along, just the issue described in CXF-3956 didn't allow the TCK to see it.
