I believe the last of the required snapshots have now been released (wss4j 1.6, jettison 1.3, neethi 3.0, build-utils 2.3.2) and thus we're pretty much ready to go. Hopefully, all the releases will get synced to central over night and we can do the 2.3.2 and 2.4.0 releases tomorrow.
