Let's not mess things: wiki is another subsystem that lives it own life while 
docs is a part of source/release distribution. The link you provided is for 
docs. Release notes always written after vote for the release candidate and 
publishes in the day of release, so correct datetime stamp for them isn't a 
problem. And after the vote the release tarball couldn't be changed by any 
reason without causing another vote, so adding release date into causes 
procedural dead loop.
