Well this change apply this ticket. Most of the people using rebar would put it
in an external repo and link it as a dependency. From our latest discussion on
the topic I thought it was OK but happy to change it.
Also I would prefer to make this change before any rebar change to limit the
size of the final move to an OTP application and make sure that each steps are
working.
