I think this sounds quite interesting.

I think the integration in CLI would be best handled as a plugin that
provides an after_plugin_add hook that communicates with the service. That
way we can keep the core lean and users have an easy way to enable/disable
the service. If we want to endorse this service we can add the plugin to
our default app template.
