1. Fix splashscreen image path for ms-appx on Windows 10:
`<preference name="WindowsDefaultUriPrefix" value="ms-appx://" />`
2. Updated cordova-js to latest
### What testing has been done on this change?
Tested for CLI and platform scripts cases
