The documentation for Cordova doesn't typically change significantly to where the entire thing is retranslated with each release. Which means only a small amount of documentation needs to be translated for new changes. If a document isn't 100% translated when close to a release date then we use machine translation to help get it to 100% translated so the documentation is at least available in other languages. Ideally we get enough translators on board to help out that we never have to use machine translation. Hope that helps!
