If this metric<http://thenextweb.com/apple/2012/09/24/great-news-developers-apple-says-almost-25-ios-devices-ever-sold-already-ios-6/>is to be believed, 4.3.x installs account for well under 10% of all iOS installs at this point. Seems like 5.0 would be a safe bet, at least to me.
