Hi Mark, You can request organization-wide bans by submitting a JIRA to INFRA with justification. We did this in Airflow, notifying the user and providing a right of appeal to private@ (see: https://lists.apache.org/thread/7cz0nfht6fqts6t2wg4wq85n2zwfghm7).
I suggest adding this to your community collaboration rules. Airflow already includes similar language regarding Gen-AI and general involvement, which I am just about to propose as a standalone Code of Conduct escalation process: https://github.com/apache/airflow/blob/main/contributing-docs/05_pull_requests.rst#gen-ai-assisted-contributions .
