Anyone can submit talks, if there is relevance to ASF communities or open 
source in general. Do note that we tend to get between 3 and 5 times as many 
submissions than we have spaces, and so we do *tend* to select ASF community 
talks first, but not necessarily, if the content is compelling.

an idea of what kinds of talks we have selected in the past.
