Once the agenda file contains an invalid UTF-8 character, it looks like all
subsequent updates by Whimsy will fail.
As to the lack of error info shown by Reporter, that is what this issue is
about.
If Reporter gets an error from Whimsy when submitting an update, the app needs
to show sufficient info to the user to be able to investigate further. This may
possibly involve changes to the Reporter-Whimsy interface, but I think the
starting point needs to be at the Reporter end - hence this issue.
