As far as I can tell, the "issues" type is used for all "[issue_comment](https://docs.github.com/en/developers/webhooks-and-events/webhooks/webhook-events-and-payloads#issue_comment)" events, regardless of whether they occur on an "issue" or a "pull request". It should be noted that a "pull request" is just a type of "issue" on GitHub that also has a special git `ref` associated with it under `refs/pull` (see `git ls-remote`).
