Hi,

tldr; I'd like to discuss whether comdev is interested in sponsoring a robot 
project to help communications in the Chinese Apache community.

At ApacheCon 2019 in Las Vegas, several people from the Chinese Apache 
community and members of comdev met to discuss how to improve communications. 
Several issues were raised, including the widespread use of chat-like social 
media for communications instead of mail lists.

I subsequently met with several people in Beijing while attending the Tencent 
Techo conference. We discussed technical approaches to helping with 
communications, and started to focus on a robot to help manage social media 
with the goal of meeting Apache requirements for "important" project 
communications:
- archived message storage
- English language 
- permanent message storage
- searchable message storage

I proposed starting an incubator podling to help guide them in the Apache Way

Several people have already volunteered to help mentor the project, including 
Ted Liu, Liang Zhang, Willem Jiang, Junping Du and Craig Russell.

But there are a few reasons that incubating now might not be the right path:
- many of the tools are open source with their own communities
- it is not clear what the code deliverable would be from the podling

There are now several people involved in the project, and they have started 
having regular meetings.

There are several Apache podlings with an interest in this project, including 
DolphinScheduler, Doris, IoTDB, ShardingSphere and Weex. 

The question I'd like to raise here is whether comdev is interested in 
sponsoring this project, which would involve creating a mail list for the 
project and some amount of infrastructure to run the proof of concept/pilot 
robot.
