Hi Sebb,

This page needs more than a little bit of work. I've been looking at both the 
community.apache.org pages and the apache.org/dev pages and they are not 
synchronized well and have missing information.

I'm particularly keen to fix the processes for discussing, voting, inviting, 
and accepting new committers and PMC members. There is a different process for 
these depending on the status of the candidate: no ICLA on file, ICLA on file, 
committer on this project, committer on a different project.

In order to actually fix these pages, we will need consensus on the changes and 
also the process to actually make the changes.
