I don't think infra is making any recommendation w.r.t. Pelican or
other website generation tools - the only requirement is that whatever
tool projects want to use generates a static version of the website in
a Git branch or under an svn URL, which is then configured by infra to
sync to the live website.

The following GitHub query returns many Apache website repositories
that work like this, using various technologies to generate the
website content:
