We have a VP of w3c relations (currently Andy Seaborne) but I'm not
sure what our status in the W3C is (due to my own ignorance and cannot
find that info right now).

We also have connections with the Open Geospatial Consortium as per
https://blogs.apache.org/foundation/entry/apachecon-and-the-open-geospatial
but AFAIK no official status in there - I might be wrong (sorry about
being somewhat vague ;-)

In general, we will only become a member of such organizations if we
feel *very* comfortable about that in terms of brand, respecting our
fierce independence principles, no pay-to-play etc. So that rarely
happens but it's not impossible.

In this case the best is probably to approach projects which have
already shown interest in such things, like Tika, and start building
interest and maybe a more concrete proposal if you think some
membership makes sense after talking to those projects.
