Hi, Your starting point should be the GSoC website. There you will find all the information you need regarding the program and how it works. If you want to participate by contributing to an Apache project, then I'd recommend you read this: http://community.apache.org/gsoc.html
Apache projects usually tag JIRA issues with "gsoc2017", etc, so when GSoC is about to begin it is a good idea to have a look there to identify possible projects you might be interested in and see if there are any proposals, although you are free to propose your own project to the community!
