wrong date in Tcl release data

Hi

I noticed a wrong date in Apache Tcl release data. rivet-2.3.0 was 
released on 27 March 2016 but it got Dec 27 2016 instead in r.a.org. I'm 
afraid I don't know how to get right this piece of information.

Anyone can direct me to the proper way to fix the source of this data 
(that seem to ignore what's is the project doap file)
