That's not my understanding. It's not what I've heard from the Board over the years, particularly from Greg. And I believe that it's for a very good reason that personnel votes at Apache are not majority rule: majority rule forces a result rather than creates consensus. The ambiguity of voting.html has long irritated me and it was on my own internal list of policies to clarify. I figured I would tackle it later because it is so fundamental, but perhaps it will force itself onto the agenda sooner. I contend that the reasoning applied in this thread that personnel votes are "procedural votes" is not correct, and that therefore it does not follow that they are majority rule. Marvin Humphrey
