A couple of years ago I had the same concerns. I got pushback on messing with the TLD pages (perhaps more accurately there were so many strong opinions it wasn't worth the argument, plus the task is daunting to say the least). Instead I started trying to create "signposts" into our dense TLD pages.
That work was done as part of ComDev, see community.apache.org My plan was to identify the important stuff. Write a para or two on it and then deep link into the TLD fire hose. Secretly I hoped that one day the ComDev pages would become the TLD pages and the fire hose would disappear deep into the reference section of our site. Anyway, the point is that I agree with you. You might choose to build on the ComDev stuff. You might choose to tackle the TLD stuff head on. Whatever you do I'm sure it will be worthwhile.
