Why not drop pmcs@; and keep the discussion on:

"dev@community.apache.org" <dev@community.apache.org>

plus your own pmc list if relevant

In fact, when sending such e-mails, maybe pmcs@ should be on the Bcc
rather than Cc list (with a note about this in the email body).
