A few years ago noel@a.o used to collect orders for Land's End shirts that would be printed with an Apache members logo. Those looked quite nice, and people were able to select their own favorite shirt or polo design, which I find nice. That's probably more expensive than bulk t-shirts though, but might be an additional option, where people can elect to bear the cost themselves.
