Yes (well committers to be precise), see the links on the left of the page you link to. The approach in building this site in the first place was to say if you don't do it you are not included. If you don't update your files you won't remain up to date. It worked perfectly well as you can see and is not just part of the normal process. The trick is to build something that is seen as truly useful and demonstrate its usefulness. If you can do that then PMCs will do what is necessary. Of course, the DOAP is in SVN so it's just a case of submitting a patch to a reasonable number of projects to kickstart adoption. I suggest you think about how wider benefits can be gained. For example, why not provide integration with the ASF CMS so that projects can have an auto generated "related projects" page. This means the projects see local benefit for the effort of maintaining their DOAP and thus it is more likely.
