+0.9 - Agree to sign a non-binding letter of intent, but ensure that discussion and consensus-building are facilitated before committing to actual participation in the OSKA pilot. That is what "non-binding" means, right? :-) (And, FWIW, I'm +1 on actual participation in the pilot based on what's been described so far, but I'd like us to allow more time for a variety of opinions before that decision is made.)
