I do share your concern, since the situation, especially in the XML-related PMCs, is dire. However, here I am not looking for a TLP, just an additional library in the Commons collection. Since this one starts anew, and it will have a rapid release cycle at the beginning, it would make sense to have a separate release cycle. In Log4j we use this strategy: initially users publish their own third-party artifacts. If these become popular enough, we consider them for inclusion in Log4j. For XML Factory I am happy to take the same route.
