So is the link (specifically the text below) implying the browsing is
turned off for some reason which result in the behavior and maybe there is
some switch that needs to be set to allow it?

Another question is why this was done?  Maybe to move stuff and not allow
things to be browsed until it’s in a good state or maybe the repo is
stagnant and/or archived.
