Javadoc 8 expects to find a package-list file at the URL. However the file is now called element-list.
I've done a temporary bodge to allow compress Java8 to work (I copied e-l to p-l for codec, io and lang in the website checkout). Another work-round would be to disable failOnWarning for Javadoc 8 in those components that have links to the 'wrong' version of Javadoc.
