What has become of "If it ain't broke, ..."?
In this instance, (I thought that) Commons' policy was to publish snapshots to
the aptly named "snapshot" directory (and Jenkins seems to be doing it fine,
for at least 12 years):
  https://repository.apache.org/content/groups/snapshots/org/apache/commons/

Now that the [Weaver] modules are there too, the error is different (about
not finding "privilizer", whereas previously it was about "processor" IIRC).
