Changes will be needed to every POM and probably to Commons Plugins.
Can it be done piecemeal, or would it have to be big bang?

Fixing the few exceptions is what tends to take all the time.

It's not clear that Antora can deal with Maven Reports such as
Changes, Dependencies etc.
AFAICT the Log4J site does not include these.
