Yes, this is intentional. The branch release-3.2.1 has been branched from release-3.2 because that was what I was trying to fix. The master branch is already at 4.0 and not ready for release. The directories were renamed in commit 49091a01a2ea6d658186872b7cb1ea6f45187320 which was after the 3.2 release.
