https://issues.apache.org/jira/projects/IO/issues/IO-783?filter=allopenissues is listed as a Blocker and still open. IMHO it's a valid bug, but isn't a total blocker. I suggest downgrading it to critical and proceeding with the release.
That said, this is a pretty bad bug that could really use a fix from someone with access to a Windows machine for development and testing.
