[IO] Using file filters with Java NIO file tree walking

Hi All:

FYI,

I am working and nearly done adapting our file filters to work with
java.nio.file.Files.walk APIs.

My goal overall in Commons is to let our code fit in better with the more
modern NIO and Path based APIs.
