Shouldn't this be made consistent one way or another? Is JIRA or GitHub the official issue-tracking system for "Commons"? Related to the thread about creating a "bot sink" ML, it seems that "notifications@" is where a lot of the GitHub-generated messages should go (instead of "issues@").
