[DBCP] org.apache.commons.dbcp2.Utils.DISCONNECTION_SQL_CODES is mutable

Hi All,

I think we should
make org.apache.commons.dbcp2.Utils.DISCONNECTION_SQL_CODES an immutable
set instead of a mutable set.

Thoughts?
