Further to NET-672 and https://github.com/apache/commons-net/pull/42, it seems the location for the checkstyle DTDs has moved.

AFAICT recent releases don't actually require the DTD for normal use, so this is not an urgent fix. But it should ideally be done when preparing for a new release. As a minimum, I think the host name needs to be updated.
