[beanutils] deprecation of org.apache.commons.beanutils2.converters.BooleanConverter.NO_DEFAULT

We have
deprecated org.apache.commons.beanutils2.converters.BooleanConverter.NO_DEFAULT.

For 2.0, it should be removed.

The comments says to stop using the ctors that take a default value. Does
that mean we can remove these two ctors as well?
