there is a jira issue https://issues.apache.org/jira/browse/TRANSACTION-39 from
2010 with the steps to move Transaction to dormant.
Some steps seem to have been completed (component was move to dormant
components page), but other seem to be missing (jira is not read-only, github
mirror still exists).
Should I try to complete the move?
