Hi,

so far the Jelly tag libs are not integrated into the main build and do
not support Maven 3. I think, this should be changed, and the build
should be transformed to a multi-module project that builds core and the
tag libs as well. (Although it may make sense here that single tag lib
projects manage their own version number, independent from the core
version.)

There are different options how the layout of such a multi-module build
could look like. I would like to start a discussion which option to
prefer. One proposal could be as follows:

jelly-bom (incl. dependency management for modules)
  parent (common plugins and dependencies)
    core
    tags (common declarations for tag libs)
      ant
      antlr
      ...

Is this too hierarchical?
