I don’t think we should put this stuff into [lang] for the following two 
reasons:

1. It will take a while (maybe years) until we move [lang] to Java 8. As far as 
I can remember we planned to wait with that until Lang 4.0
2. [lang] is about the java.lang package and we already have concurrent and 
reflect stuff in there. I don’t see why we should add stuff from 
java.util.function. I think it is a good think to have small, focused 
components. So what’s the harm in having a specific component for this?
