http://mvnrepository.com/ is not part of Maven Central, it is
maintained independently by https://twitter.com/frodriguez.
I don't know how often it refresh, but is likely to lag behind Maven
Central by a few days.

For example 
http://mvnrepository.com/artifact/org.apache.commons/commons-rdf-simple
shows 0.3.0, which was published to Central on Tuesday.
