I think it is the vote will be *open* "at least until."  It is common to leave 
a [VOTE] open either because of discussion or to see if an additional ballot is 
forthcoming.  I've started using "ending no earlier than <some-UTC-datetime>" 
in [VOTE]s I run.

I suppose the way [VOTE] threads end clearly is either with a [CANCEL] report 
or a [RESULT] report.
